NPDESPro version 3.0 release

The next generation of water quality management is here. NPDESPro is close to releasing version 3.0, which will include modules to manage all six control measures. The application will include features to make the implementation of NPDESPro simple and straight-forward for MS4s across the U.S. and Canada.
